This is a question which is actually more complicated than this but I'll give you the short simple answer. High pressure means an area of cooler slowly sinking air. Because it's sinking, the air closer to the surface is compressed slightly, resulting in higher atmospheric pressure. Due to the earths rotation air moves out from a high pressure area in a clockwise direction in the northern hemisphere. This affects wind currents for hundreds or even thousands of miles. Depending on your location relative to the center of high pressure this could mean cooler weather or warmer weather. If the wind blows from the north it gets cooler. If it blows from the south it gets warmer.
Low pressure is warmer rising air. Since the air is rising it puts less pressure on the air at lower altitudes resulting in lower atmospheric pressure. Due to the earths rotation air rushes into a low pressure area in a counterclockwise direction in the northern hemisphere. Once again wind currents can be affected for many hundreds of miles. Lows can be associated with frontal boundaries or can exist by themselves. Since wind currents transport water vapor through the atmosphere, precipitation and cloud cover are to a large part determined by the location of high and low pressure centers.

Weather is dominated by atmospheric currents, which, for example, bring cold air masses up against moist warm air to produce storms. Air flows from regions of high pressure to low pressure, just like what happens with a balloon filled with air that isn't tied off. So, knowing where the high and low pressure zones helps predict flow of air masses. For example, a high pressure zone in hotter regions will tend to "fend off" storm tracks, and low pressure zones are likely to host storms.
