Einstien is saying this after the creation of the atomic bomb. He is saying that World War III will no doubt be fought with weapons so powerful that we will be forced back to the stoneage, essentially we will destroy our own civilization. If you think about it, World War III would mean all out nuclear war. There will be no society or governments as we know them for those that happen to survive this event.

It means that world war three will be so destructive that civilization will come to an end. We will have destroyed so much, and killed so many that we will no longer be able to function as a society and will be thrown into a new dark age. Maybe we won't fight with sticks and stones - but certainly we will lose a lot of technology and a lot of knowledge may be lost.
