THis is how I apply my eyeliner :

Draw a line as close to your eyelashes as possible, starting at the outer corner with a heavier stroke, and then lightening up as you reach the center of your eyelid. You can smudge the line a little bit if you want it to look more natural, or if you want to go more dramatic, add another line above and just overlapping the line you just drew. If you don't have a steady hand, draw dots, and connect them later.

To apply the eye pencil, pull your lid away from the eye very gently using one or two fingers and draw a line along the inner eye rims. Do the same with both the upper and lower lids. To make a sharpened pencil softer and easier to apply, you can draw a few lines first on the back of your hand. This will soften the tip and get the color flowing.

Dot pencil between the lashes and then run over the dots with a fine-tipped brush, If you do not have an eye pencil to hand, use a damp fine-tipped brush and paint on eyeshadow in a thin line, If you have naturally pale lashes but cannot reach the roots with a mascara wand, use liquid eyeliner, dabbing it on to cover them, It's worth investing in a white eyeliner: it could save the day on many occasions, If you're tired and your eyes don't look particularly sparkly, run a white pencil along the inner rim of the lower lash line,

Heres a tip that helps : If you're a beginner at this, you should probably practice with an eyeliner pencil before trying to use liquid eyeliner, which requires a lot more precision.

Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing. Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye. If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger. Line the lower lids. Moving from the outside edge inward, draw a line on the outer two-thirds of the lid or more, depending on the look you're going for. Your line should be slightly thicker at the outside corner, becoming thinner as it moves in toward your nose. Using your brush or pencil, lightly stroke the area. If using a liquid liner, apply it in one smooth stroke. Apply less color so your eyes don't appear raccoonlike.

You may find eyeliner, particularly the liquid version, difficult and messy the first few times. Practice and have patience.
Wash brushes regularly with makeup remover or a mild gel shampoo.
Lining the inside of the lower lid is not recommended'it may cause eye infections, and it greatly increases the risk of getting makeup in your eye.

Do as the others said but remember, always wash your face before you go to bed! And never apply the eyeliner on the very top of your bottom lid necause you could get an infection.

Put it right next to the eyelashes on the upper lids. I only use some from just inside where my lower lashes start. Use a light hand on the bottom or you start looking ghoulish.

Remember, the purpose of eye makeup is to make people look at your eyes not your eye makeup. The heavier the makeup, the smaller your eyes look.

Go to it, sweetie.

i close my eye about half way and apply it to the bottom of my eyelid if you are having difficiulties that way then at the corner of your eye pull it out and apply. then on the bottom of the eye you apply a very thin line of eyeliner.
