This would depend on the county and state you live in and if they put their records online. Google that and municipal court and see what you get.

Usually a city has a website. Try anything connected to
Criminal Justice. It may take some digging but it can be found--
if they have a website.
Try the county website if no city website. Is your friend in the
county jail or the city jail?
A Docket number might help if you can get it.
Call the jail and ask them if you can send that person some
money as a friend. Ask for the address. Say 'please.'
They may give you that persons number as part of the
address which you can use on the city/county website.
Some will allow look-up by name, some only by incarceration
number.

The best public source is always the court that convicted the person. If their court has an online index that lists the charges in detail, then it is fairly trivial to find out. If the information is not online, it is still possible to search the court or pay and request an abstract of the judgment from that court.

The problem with most online services is that they are expensive, and do not have records from every court.

If criminals are like Mark Foley, Michael Devlin, the Uni-bomber Theodore Kaczynski, and all those shadowy weirdos , all the websites and databases don't smoke them out. There are just too many sick people creeping around with no previous jail records. The only way we can be safe is if the family members of weirdos, their physicians, and their religious affiliated organizations are willing to expose them before they do damage.,

There are a couple websites where you can pay to get a background check on someone, some of them are:

www.efindoutthetruth.com

*That last website says that you can get free background checks, but I doubt it. Good luck though!

Where are you? I know of a website for where I am, in San Diego County.

But you call always call the jail, if you know that the person is definitely there, and ask them what the charges are.

Contact the county sheriff in the county the person is incarcerated in. You will be able to get this information. You will most likely have to pay, but you can get it.
