Two reasons why they might not activate that old ATT phone:

1) it's not GSM. ATT had been moving their subs from TDMA to GSM for a while, and that continued under Cingular.
2) it's not GPS capable. That's an FCC mandate.

Go ahead and try. Just don't be surprised if they don't.
