BPO usually stands for Business Process Outsourcing. In the BPO industry office work(usually backend) is shifted to countries with lesser wages. It's different from a KPO(Knowledge Process Outsourcing) as in KPO highly specialized work is sent to other countries.
As the world is getting globalized, companies get access to people who can do the same work for a fraction of the cost. These people are able to charge less as the value of their currency is lesser so the cost of living is comparatively small. A very good example is a call centre - Wages of a call centre employee in a developing country is less than 1/6th of those in a developed country(on a Purchasing Power Parity basis). Thus it makes good economic sense for companies to shift their backend office work to developing countries. The companies which fail to do so would lose out in the long run to it's competitors.
