No on two fronts:

The equipment is probably incompatible with the signals being beamed down over China. And you definitely can't get coverage from their North American satellites halfway around the world.

DirecTV USA and XM won't give you subscription services to register your equipment outside of the Continental US.

Answer 2

Canada and Mexico YES, with the account registered with a US address.

Any other country the satellite foot print does not reach there!
