Its too bad they painted that beautiful cedar. You could've just stained and sealed it. As far as getting paint off, I doubt your going to be able to scrape it, its too rough. You will need to use a stripper..use something environmentally friendly for easiness. Then you can powerwash all the gunk off. If it turns out well, just stain it this time.
