I take it you've never watched penguins in the water; anyone who has knows that penguins DO fly - they fly underwater. Their wing motions do not mimic swimming, but are rather like the wing movements of their airborne cousins. If you ever have a chance to watch a group of penguins move through the water, at a zoo or aquarium for example, I highly recommend you take advantage of the opportunity. They are beautiful and fascinating creatures to watch.
