-If I invented some kind of system that will decrease traffic injuries by 99%, would a company like GM (General Motors) pay me (many) millions for it? Or would they steal it from me? If so, how do I keep them from stealing it from me?

they will either steal it as an old similar patent or quietly buy you out. companies will put patents and copyrights on anything and everything in hopes of utilizing it in the future.
your best bet is to play the same game and attempt to patent your idea THEN set up a meeting with as many corporations as possible. competition will most likely raise the dollar amount you receive, or whatever form of compensation you choose.

with safety on the minds of most people and companies these days, I'm betting everyone will listen to you as long as your idea is a truly viable option.
