I live in Ventura County, California and need one to sign a document so I can get a copy of my birth certificate.

Go to your bank they will do it for free. Go to any other bank and they will charge you a small fee.

Yes, most bank branches have a notary on hand. I wouldn't try a small one like in a grocery store, but rather a bank branch.

Some charge if you don't have an account with them so go to your bank.

Most banks offer Notary services. Check with your bank to see if they do and whether or not they charge a fee (most don't).

any local UPS store or the link will normally have a notary on site. just call them up and see if they are around.
