I like the format of Yahoo Answers, but it is overwhelming to my smaller group. I was wondering if there was a site that would be just like Yahoo Answers for Q&A?

Good question! I don't believe anything exists on a small scale. ie, lets say a corporate intranet installation or small website that would mimic the yahoo answer approach. There are many similar items, like forums, wikis, etc...

Hey, No you don't need to hire someone to create a website for you. You only require a bit of HTML and CSS knowledge. These form the foundation to website creation. HTML (Hypertext Markup Language) is the language used to create your webpages and CSS (Cascading Stylesheets) are used to format the display of your webpage (how it looks). Tutorials are easy to learn and don't take long. Additionally, you can also download free website templates which already do the website creation coding for you. Only thing left would be for you to add your content. You can also look into that as an option as well.
