Nope, since the temperature in their cage doesn't change (unless you keep it outside). Even then, I don't think they would hibernate. Mine was the same year-round.

They kind of do. During winter, our house was warm, but my hamster would make a bigger nest and burrow into it and sleep longer then usual.
