I would recommend small ads in local business publications and sales cold calls to the subscribers (you should be able to get the list from the pubs)

Consider checking out what your competitors offer. Find what you think is good and improve on it. Find what you think is not so good and make it better or eliminate it. Decide what you have to offer and work with that.
