Who would pay the cost of recovery?

I certainly hope not. That would be an act of war, and we all know war is bad. It is much better to not have war and just stand idly by while all non-Arab Sudanese are murdered by their government and the Janjaweed. The US does not have the right to invade a country for such a little reason as that. And wouldn't it be better to try and sit down with them to understand their anger?

Have I hit all the major Neo-Dem talking points on war?

Only if in the meantime, Clooney marries Oprah! The pay of their recovery will be paid by Hollywood!

Oprah I'd pay to rescue. She does do some good now and then.

Clooney I'd leave to Charlton Heston to decide what to do.
