Use windows explorer or search to see if there is a copy of the windows 98 CD on your hard drive. It was common with 98 to copy the complete CD onto the hard drive as a backup to the CD.
Look for files ending with .cab.
If you find any you probably have windows 98 on your drive, tell the installer to load files from that directory.
Hope this helps.

It doesn't matter what driver anyone tells you to install, you're still going to have the same 'problem'. It will continually ask you to insert the Windows 98 CD. This is because the mouse driver has files that need to be referred to on the Windows CD.
