Only if they report all the cash they make. But most likely they are not. This is why they work for cash;so they don't have to report it and can still collect welfare.

No its not legal, its called fraud. I'm a case worker with the section 8(housing) and we have a lot of cases that we find like this. No only is it illegal for the welfare office, they would have to pay back everything they received from them, a felony charge and even at times jail time.

On the other side, if they are working and not paying taxes on their wages, thats another crime as well, with the IRS

Well in Canada,Manitoba its not legal. If someone was doing that they would or could get charged and would have to pay back whatever they made, a percent anyways, because they would be cheating the welfare system. And if welfare never found out than there's nothing that could be done unless someone "rats" them out but who wants to be a rat??? ..

Its called fraud - and if you are a hard working taxpayer then you might as well just hand them a $20 out of your wallet as well because they're stealing it from all the hardworkers in the country.

no it's not legal unless they declare thier income. however, those on welfare don't get enuf $$ to survive so can you blame them for exploiting the system that they feel is responsible for thier misery anyway?

That is fraud. As in, they are defrauding the government out of welfare money that they are not entitled to.
