I didn't realize how sensitve these RAM card were and I think I may have accidentally burnt one with static. Anyway to fix this?

It fits correctly in my computer, yet my computer won't start once I put it in.

Not really, they're not built with repairability in mind. Most likely, you'll need to replace the RAM.

But first, are you sure it's dead? Put the RAM stick into a computer and see if it recognizes the RAM. If it doesn't, and you're sure the RAM stick is seated correctly, and everything else on the computer is fine, **then** write the RAM off and look into getting a replacement.

you dont im afraid, once static has damaged them they are fit for the rubbish bin
