Why does International countries take many years to built the buildings and stadiums?

United States of America used two years to built the buildings and stadiums. the two years is short and fast to done the built.

United Kingdom takes five years to done their new stadium Wembley Stadium, home of nation soccer team, the England.
For example, the stadium in America, the Redskins stadium is built in US as done two years of built.

What specific country are you talking about that didn't built their stadiums and buildings in two years. As far as i am aware, New Orleans after ravaged by Katrina is still in deplorable state. And i believe New Orleans is in the US.
