OK the other my apartment was around 38 degree F, and when I went to get some ice cream out of the freezer it was melted. My fridge was at 40 degree and the door were not open. My question is, since Freezers and Refrigerator use heat pumps doe it stop working if the room it is in is too cold?

The colder the room the better, as you said it is a heat pump and it takes the heat from the inside of the freezer and it pumps it into the room.

It could be a number of things:

Turn the stat to its coldest setting. Can you hear the compressor?

If not can you hear the stat click?
NO-it is the stat, YES - it could be the compressor.

If the compressor is running feel the pipework at the back, it should be hot, if not its lost its gas or there is a blockage and needs pressure testing to find the leak, repaired and then re-gassed.

In other word buy a new one.

No, the refrigerator feeds cold air to the freezer. When the apartment got to 38 degrees the refrigerator did not have to run so the freezer couldn't get it's share of cold air.

I have this problem in my garage every winter.

They create cooling via a heat exchanger, so they become less and less efficient as the ambient temperature drops.
