There are many scientific things left to be learned about the moon. Also, please understand, its not like President Bush sat around one day and said, humm, that sounds like an idea.
No, people from diffrent cabinets come up with these ideas.
Believe me, democrate or republican, the president knows no more about going to the moon than you and I do.
I am sure this is a NASA project. Personally I feel its a worth while investment.
