Like others have said, it stands for on-base plus slugging. The two numbers are added together to produce OPS.
While it's a better measure than batting average, the problem with OPS is that it places more value on slugging at the expense of on-base percentage. Those numbers should be weighted in some manner, or taken with a grain of salt in that low-power guys don't necessarily need a high OPS as long as they have good OBP numbers.

OPS is short for a baseball statistic known as on-base plus slugging. It is found by adding the on-base percentage and slugging percentage. OPS determines a player's overall offensive value, in terms of reaching base and hitting for power. Utility players and players who play at weak hitting positions generally have a lower OPS because of their position in the batting order or the job they are supposed to have, like a leadoff hitter will usually have a lower OPS because they hit for less power, and they are usually singles hitters. An OPS of 1.000 or higher is considered the mark of a truly exceptional offensive player, and represent a player who excels in all parts of the offensive game.

A black operation or black op is a covert operation typically involving activities that are highly clandestine and, often, outside of standard military protocol or even against the law. A key factor in making an operation "black" is that it is carried out with great secrecy; in many cases no records of the operation are kept. Similarly, a secret budget (such as for military or intelligence operations) is called a "black budget".[
