I currently have my Masters in Ed, and have been teaching for 12 years. To improve my salary, is it better/cost effective to get another Masters, or a Doctorate?

If you are looking for more income, education is the wrong field. Have you thought about an MBA?

Well, if you already have a Masters, and that is not raising your salary, I don't think another degree will matter. Perhaps you could change what or where you are teaching... become a professor or move to California where teachers are paid the highest.

I have always been a big believer in having and doing many things in life. I have a problem of not having just ONE career that I am interested in so I am constantly learning new things. Perhaps pursuing another avenue might highlight YOU more... and money will follow. :)

There is money in education. Have you considered looking for a more administrative position in the education field or working at a private school. There is also the option of professor or lecturer at a college. To do so you might have to get a Masters in Educational Leadership or a Phd.
