No! What you or I think is strange is common to someone else. It could may be something as small as a difference in culture.

No, not my place to say... no skin off my nose if sum1 was wearing something strange. Ya never know the type of person that he/she is... could be very emotional or easily offended.. they might be mentally ill and they could do anythin.

There are circumstances in which I would and some in which I would not. I can't delineate all of them. But the majority of time I would not. I'd probably just roll my eyes and make faces. Because sometimes I'm immature.

It depends! If I slightly know the person, and I feel he is dressing this way to attract attention and receive comments then I would say something nice with light humour.
Otherwise, its not my business.!
