What do you mean 'checked out'? its most likely a non static ip anyway, what are you trying to find out?

Wasn't Tomsk one of the Wombles? are you sure its not someone taking the piss?

9 times out of 10, if you trace an IP number to Russia, it's because a proxy was used to disguise the true location. You can try running it through an IP Resolution tool to see if it pinpoints it down to a specific city......If the trace is unable to get a result, it's because a proxy was used to disguise where the IP really came from.

Why?

The IP will probably (unless they have a unique IP - which normally only comes with T3 connections) be the location of their host, not the location of the actual person.

Anyway, why do you need it?

Try Karen's Whois. Be careful with any address that tracks back to Russia

Go to http://www.ip-adress.com/

and type in the IP...it will give you the name and a map of where the ip is located.
