The Democrats cannot pull troops out! They can limit the money but won't because we do have to support our troops that Bush sent into harm's way. Yes, Bush has a ton of power as a "wartime president". However, Dems in Congress are heading commitees and can investigate a variety of things, information will see the light of day that didn't before. They can do some things, although Bush has veto power. At least, we don't have the Republican Congress spending like drunken sailors-all those years and all that got done was cutting taxes in the middle of a war! Now, that's sacrifice.

No as it goes on Iraq it does not matter that the Dem's won. The Dem's do not want to pull the troops out of Iraq. The vote that they are going to have is only symbolic it will mean nothing. If the Dem's wanted to stop the troops going they can do it. They can vote today and stop it. The troops have not left yet. The vote will not happen until after the troops leave so they can say that they cannot do anything about it. If they wanted to stop it they could

Yes! It does indeed count. They can deny funding to support increased troop levels, among other things, because Congress has the power of the purse. Also, they can pass legislation altering the authority that Bush claims they gave him to wage war in Iraq. Only congress, by the Constitution, has the power to declare war (Article I, Section 8). It stands to reason that they also have the power to revoke and/or amend such a declaration. In short, Bush needs the support of Congress, because they represent the people. If the people and their representatives are not behind him, then his efforts shall surely fail. And there is nothing in the Constitution which demands the people support the president, because he is supposed to be their servant; they are not his. The president cannot go out on any venture he sees fit and expect the people to follow as a matter of course, because a democracy doesn't work that way.

First of all, it's democrats. Second of all, they can try to do what the American people want, which is try to bring an end to this war. If they are unsuccessful because Bush blocks their attempts at change, then Bush looks bad because he is not doing the will of the people. it is a win-win for the Democrats. Either they get something done or people continue to become more and more frustrated with Bush and it takes a toll on the Republicans in '08.
