The only Spanish people are the ones from Spain. It doesn't matter if you have Spanish blood, if you was born in Latin America you're not Spanish, Spanish is used as a nationality. People from Latin America, even with 100% Spanish blood, don't call themselfes Spanish. The uneducateds descendants of Latin Americans born in the US may call themselfes "Spanish" sometimes, but that's because of ignorance.

"Hispanic" is a different story. Hispanic is someonte that has Spanish as first language.
