I'd like to know which universitie(s)/college(s) offers the MOST foreign languages and/or the BEST foreign/modern language program. I plan to go into International Business or being a foreign language teacher. I know Indiana University offers many languages, but I don't know how good their program really is. There might be more "quantity" than "quality". PLEASE HELP! =)

This isn't a field in which I specialise, so I don't know the complete answer to your question. But you've gotten so few answers, that I can tell you what little I do know.

Two very strong foreign language programs offered in the Northeast are at Columbia University and at New York University. I have heard that the one at Indiana is strong.

One way that you can do a bit of research is to take a look at where the faculty at these schools got their degrees. Notice if you see any trends - i.e., many obtained PhDs from Harvard in Russian Language, etc. That sometimes, although not always, means that those programs are among the top schools, and their undergrad programs may be worth a look.
