Does the fact that one can hear himself with an eco when using his phone means that the phone is tapped? How this can be checked?

One of the requirements of network operator tapping is that the end user cannot detect they are being tapped. In fact, the digital signal is tapped off at the exchange - there are no crocodile clips on wires like in the old days.

So - you may be being tapped, but that isn't causing the echoes you are hearing.
The police require a court order to ask the network operator to tap your phone. Secret services of course don't have to follow any protocol.

Bear in mind that in the USA it is likely that many/all telephone conversations are monitored electronically for certain key words.

No there is no way you can get this checked

Possibly or else it may be a cordless phone or cell phone that often sends sounds like that. If you use a landline, noncordless phone it should not do it.
