I'm only guessing but...
Perhaps it is a network covering a wide geographical area, but with just one single switching/routing hub.
This would imply that all the outlying LANS have direct point-to-point connections back to the central hub (expensive because such connections are charged by distance), rather than connecting in turn/spanning-tree to the next nearest site(s) on the network, or using a encrypted VPN technology to connect the sites via a public packet-switched network such as the Internet.

hi,

a centralized network in general, means a network with unified and centralized user control and policies to access the network. like Directory service provided by Windows Active Directory and Novell NDS.

of course the delegation of administrative domain to subdomain administrators, still comply with the definition of centralized network, but distribution done by purpose.
