If you empty a bottle of glue, you will find a film still on the bottle, so it does stick to the bottle. The point about glue is that it sticks two or more items together. It has nothing to stick in a bottle.

i guess the inside of the bottle is coated with something to prevent the glue sticking, or the glue in the bottom just doesn't have the molecular structure to stick to the bottle (PVA glue doesn't stick to plastic for example)

more precisely the glue needs an excess of oxygen to make it react, there isn't enough in the jar/tube to finish the reaction, though of course through time there is ( that's why it will go hard if left

It probably doesnt get any air into it to dry, maybe put it infront of a fan with the air blowing into the opening??
