Rain water falls from the clouds and collects into streams and rivers. The rivers run towards the oceans, and on the way disolve salts and other minerals from the rocks they run over and past. All this water collects in the oceans. Water evaporates from the oceans to form clouds, and all the salt gets left behind in the oceans. This has been going on for billions of years.
You could try an experiment. Fill a pot with tap water. Boil three quarters of it away. Without emptying the pot, refill it with tap water, then boil it away again. After doing this several times, the minerals and chemicals that exist in your tap water in small amounts will become more concentrated. This is all that is happening in the world's oceans.
