You don't need a web-site. If you have Windows XP you can use the Text to Speech Utility built in to windows.

Assuming your hardware (sound card) is properly configured simply go to Start - Settings - Control Panel - Speech.

Double-Click the Speech icon.

Adjust your microphone if necessary and click on the Text to Speech tab.

Type in the text you want read and Preview the voice.
