OK, I can understand the roaches, but if you've got mosquitoes too, then you are either breeding them inside or there is a place where they are coming in. Find that place and block it, do a "clean-up around the outside of your house. If there's a crawl space, check it for standing water (you might have a leaking drain or water pipe) then try the insecticides.
Personally, I use a product called 'Bengal' .... it's a dry spray (sorta like a fogger) that will kill both and has a residual effect for about six months. I buy it at Lowe's, but other places probably carry it too.

Boric acid works very well and is available at Home Depot/Lowes, etc. You need to apply a really really really thin layer of it for it to be most effective, otherwise the roaches will just walk around it. It usually comes in a bottle that you squeeze and it puffs out into a little cloud that settles to the ground. Do that at walls, cracks, under sinks, etc. Also, keep your counters and sink areas very clean (use windex) and dry. Roaches like heat and moisture.

Companies make "bug killers" for the home owner and are restricted to what they can put in the "off the shelf" stuff for poison control purposes. That's why the exterminators that have the real stuff require a license to handle the stuff.

First of all, is your house clean? Don't leave dishes and pans unwashed. Roaches love greasy food. They hate bleach. Use COMBAT.
Then if you are clean, call your landlord and tell him to spray for bugs.

boric acid, you can find it at most hardware stores, and walmart also carries it, it is just a white powder that goes along the base boards and in the cracks and the roaches carry it back to their hiding places, it works great

Get your neighbors evicted. It doesn't matter how clean you are or what you do to get rid of the critters if the neighboring apartments don't follow suit.

use the mosquito bats or an aquarium wil suitable mos killing fishes can do.. Bats are electrical guage which will attract and kill mos and cockroaches..

try boric acid. sprinkle around and under sink area. just keep the pets and the kids away.
