Once the annuals start growing, you can mark the open areas and plant in them. You don't want to plant directly over the perennials, but rather around and between them. You can however "layer" bulbs over one another.

I don't know what you mean or why you would want to. The perennials will be back to take back the space they are not using right now. If you want to plant annuals to fill in the perennials you wait until planting time, by then the perennials are already there and you plant around them. If you want to add more perennials you again wait until planting time and fill the new in among the old. More details please.

Put empty nursery pots upside down over the location of the perennials. This will help.
