It seems they are trying to rule sales sites. They no longer route you to yahoo travel for maps etc. they are trying to take over everything.
Should you go to ASK.com or yahoo for your searches and get honest answers. Not answers that are trying to generate funds to pay for youtube.

It's a business tactic. They are trying to get people aware of Froogle and generate more customers.

First of all realize that Google is a business and not a charity. They need us in order to be in their business, and for that they keep on devising new and innovative ways to attract us to use Google and their services and this offer of $10 or $20 is just that. Obviously this is an introductory offer even if it's not written explicitly so.

Now if we as their users are not satisfied with the services provided by Google, we are free to move to someplace else. However if they are indeed providing us services that we wish to use, I don't think we should be bothered if the funds that get generated for Google as a result are being used to finance YouTube purchase or for that matter any other business activity as long as it is ethical/legal and within current law.
