Eric is right... but BEWARE... recently there are human cockroaches out there demanding census info over the phone and threatening fines and jail if you don't give your address, SS number and banking info.... a total SCAM.
There is an official U.S. Census every ten years during years ending in zero. The next official Census is in 2010. Anyone demanding info now is a crook. Get a name and callback number... No callback? tell them to go pound sand... Report all these to local Sheriff.

I'm sure there are penalties for not filling it out but i personally have never heard of any one getting in trouble for it. i imagine there are other more dependable ways to find out what the census is other than depending on someone to fill out the document.
