I'm guessing you are asking about fish tanks. There are various sized heaters. Each heater has numerous settings. As a rule of thumb I wouldn't consider a heater for any tank under 5 gal. I have run several as big as 10 gal. w/out heaters. Once the water reaches room temp. (around 75 in most houses) it will pretty much stay there. I have run bigger tanks w/out heaters depending on what sort of fish they were housing. (gold fish etc. don;t mind so much.) My kids had a bowl of guppies freeze solid on a camping trip once. When the fish in the bowl thawed (slowly behind the stove) they showed no ill effects. Read the heater boxes, ask the pet store personnel (real pet store, not wal-mart), they are usually at least that knowledgeable. Remember that being too hot is harder on fish than being too cool. There are tank-less water heaters? Is water heaters what you are asking about? You can also purchase a 10 gallon traditional water heater.
