Honestly, do away with the importance placed on having money, and you would see the gangs dwindle, then you need to patch up the moral fabric of America so not so many kids are growing up without fathers.

Make them join the largest gang in America, draft them into the military

More economic opportunity. That's not a very good answer. Wish I had a better one. Legalizing drugs might help. We need to legalize drugs. More police. More police in the neighborhoods.
Universal conscription could help. All eighteen year olds should serve the government.

Mandatory birth control implants for all women, (& men when they become available) recieving State/Federal aid, predicted would substancially decrease population of Gangs within 12 < 15 years of implementation.

Hey smart guy, not all of us Americans in our "Happy" world want US troops overseas or anywhere else but home. This American wants the U.S. war machine at home and deployed to guard the Southern Border of this Sovereign nation then lets see how many of your "refugees" make it across.
