Are there penalties for posting a newsarticle from a national carrier ( AP or Reuters) onto a webpage. I have heard that its not punishable as long as the source is cited in the posting.

As long as you cite the source, once it's in the public domain, it's free game unless you are making money from just reproducing an entire book or something.

Using that scant amount of knowledge that I received from communications law in journalism school I would say that AP and Reuters are services that newspapers pay to use. To reprint, like any other article, you would have to gain permission. Your best bet would be to quote or paraphrase a portion of the article you find most interesting or pertinant. Cite that and insert a link to the full article.
