I think it is a safe bet to say that things won't change much. Fidel's brother is going to lead things pretty much the same way that he did. The only problem may be the public outcry, but they will get used to him.

Cuba doesn't have freedom. Raul is keeping the communist party in power and relying on allies like Hugo Chavez, European tourists and "political pilgrimages," and post-cold war rhetoric to keep the Politburo afloat.

When Fidel Dies, I think the Cuban population will erupt and overthrow communism. What will take it's place, I do not know.
