If you need details about people who are living, then your best bet is 192.com which will give you address, phone number etc... What kind of full details are you after? Bearing in mind pretty much anything beyond this level of information may be a breach of data protection, and as such wouldnt be able in the public domain anyway, let alone for free!
If you don't mind waiting a little bit, the 2001 UK census comes out available for the public in 96 years, this will have a whole wealth of knowledge in it!
