There should be a county organization for animal control.

Just as citizens of towns too small for fire departments organize and make a volunteer one, your town needs to organize concerned citizens and have a foster care volunteer program for people in you community who will hold animals for a while.

When no one claims the strays, the animals get taken to the nearest town with a humane society. Raise money by having car washes, selling pet paraphanelia at flea market events, bake sales, a "For the Animals" run/marathon or anything else you can think of.

This is America...if no one will do it for you, roll up your sleaves and do it yourself. Don't always expect other people to pick up the tab. Organize something...get a group of concerned people together for dinner and ask a humane society member from a nearby town to give a presentation. You can do it!!!

(If you're just upset by neighbors who have barking dogs, that's different. If you're upset by the number of dead animals on the rural roads and the possibility of children getting bit by strays, you can organize to get the strays off the street. If you don't like your neighbor's dog, you have to talk to your neighbor about that.)

Get a BB gun, and when they start barking, plug them in the side. After a couple of times, they will quit barking. We had a neighbor with a dog that liked to bark all night. He would bark at anything and everything. I had a pump-up style of BB gun. One night I had had enough, so I pump it up just enough to sting a little, and hit him in the side mid-bark. It really took him by surprise and he shut up for about 10 minutes. When he started in again, I pumped it up again and pop. He kept quiet for about an hour after this one. After about 3 or 4 hits, he learned that the pumping sound meant discomfort. All I had to do was pump it up and make it pop (no BB) and he would shut up. After about 3 nights, he quit barking all together. He harbors no grudge because in the dark, he couldn't tell where the BB was coming from.
