ICQ is like any other instant messenger, which is quite similar to a real phone system. You need addresses of people, or for ICQ, ICQ #s of people to add.

You can search for people using ICQ's built-in feature (much like the white pages) or go to ICQ's white pages directly to find people:
http://www.icq.com/people/
