basically what's happened is that Dare devil II( aka iron fist) got him self arrested which was a trick. has freed most of the heroes that were in the negative zone prison and they started to fight the pro reg act heores and help the anti registrations heroes in their hidden base. iron and his group have discovered the hiddend base and the final throw down is at hand now.

The Superhero Registration Act was put into effect because the New Warriors initiated a catastrophic incident that killed them and many innocent people on live T.V. The government freaked and passed the SRA, which had evidently been in the works for awhile.

Tony Stark, Iron Man, got together with the Illuminati (Black Bolt, Professor X, Doctor Strange, Black Panther, Namor, and Reed Richards) and suggested that they follow the SRA: pretty much dictating all super-powered citizens to register and operate under governmental control or face the consequences of being dubbed an outlaw. Reed agreed with Tony. Nobody else did.

Basically, Tony has a bunch of superheroes (including Spidey, who publicly revealed his secret identity for the SRA cause) on his side, while Captain America has created a resistance to the Registration.

Namor has threatened war if Iron Man and the government comes his way. And Doctor Strange seems to want tot have nothing to do with it. The X-men are divided on the issue. As well as the FF, causing Sue and Reed's relationship to disintegrate.

It's an interesting story, it's just taken too long to tell.

All of these other answers are good, but what they have left out is the fact that Marvel is in business to make money, not to entertain us, and they make more money by making their comics in the least expensive way. If you compare the laughable ‘story line’ in Civil War, you will see it is a VERY thinly disguised takeoff on the political topics of the day.

For those who object to our military presence in Iraq, they have tried to turn the tables by labeling superheroes as ‘persons of mass destruction’. And for those who object to the holding of undeclared combatants in Guantanamo, they have tried to sway our sympathies with the prison in the Negative Zone.

I don’t know which political party is paying Marvel to put out this tripe, but Marvel surely must be saving a bundle on not having to buy scripts from writers. Each issue they sell practically writes itself, because it is just satire. And you know that every penny they do not spend on quality stories goes directly into their pocket.

So ultimately, the real reason Marvel is publishing this is because they no longer give us “What YOU, the readers demanded!” and are spoon-feeding the public brainwashing and political indoctrination. They are making money, and— whether Marvel realizes it or not-- they are siding with those who want to destroy America. If it proves that Marvel is doing this deliberately for political reasons, and not just stupidly and selfishly for money, their leaders deserve the ultimate unpleasant consequence.

the South incredibly had to secede simply by taxes they had to pay that have been specially put in place for the North's marketplace and the southerners have been poorer simply by fact of their farming. The North in simple terms had to maintain the union. subsequently the north have been particularly the only's that have been on the offensive facet and the South became on the protecting. The south had an excellent bigger benefit with their regular Robert E. Lee, and so as that they knew their land greater helpful. although the North, being greater industrious had greater helpful weapons. a significant factor that did no longer reason the conflict became slavery. The south depended on it. subsequently after Lincoln and the North theory they gained a significant conflict at Antietam (besides the actuality that it became a stalemate) he issued the Emancipation Proclamation. so as much as now as who's good, the North became solid simply by fact they had to maintain the Union and finally ban slavery, the South became suitable in that they must no longer have had to pay such terrible taxes that the became put in place simply by Norths wealthy marketplace.

As far as i know, one side wants superheroes to be registered like weapons. That side is lead byTony Stark/Ironman. The other side want to keep their identites secret, that side is lead by Captain America.
