Dry Chemical Extinguishing Agent.

It is actually referred to as Dry Chemical as "powder" generally refers to the Class-D Powders in fire extinguishers rated to extinguish metal fires.

Most Dry Chemical Extinguishers nowadays are rated for all three major classes of fire and is therefore sometimes referred to as ABC Dry Chemical. Chemically it is typically monoammonium phosphate. Other chemicals are also used, such as Sodium Bicarbonate (Baking Soda), potassium bicarbonate (Purple K), and others, but not all carry the class A rating.
