"anyone" refers to buyer and sellers. "Sellers" mostly since it states on the tag "only removed by consumer."

It's only an offense if it happens in the store. It's to keep the seller from lying about the materials.

no,but i pulled one off when i was 7,then started to worry that i would be punished-but my mother explained the store is not allowed to take the tags off,but once its home and paid for,the customer may do so.

Removal of such tags by the consumer is NOT illegal!

if you read it, it says, "except by consumer".

To answer your question, no, because noone has dared to remove one when they were not the consumer.
