My spouse and I like Pier 29 in Alameda for our romantic "date nights." Fresh fish, seafood, steaks, pastas, they have it all, and a wonderful bay view.
For a retro-romantic diner dive, we go to Nikko's, next door to the 7-11, across the street from a cement plant, on the Oakland side of the Park street bridge. (Use the 23rd Ave. exit off of the Nimitz (8880) and go back over the freeway towards Alameda. It is on the left.)
The Black Bear Diner in Sonoma, CA has ambiance and excellent food. La Gare in Santa Rosa is an excellent choice for those special occasions, as well as Terra Bravo in the Napa valley.

In SF try: Acquerello, Bacar, Cafe Jacqueline, Fleur de Lys, Nopa, Fringale, or Slanted Door. In Marin, try Insalata's, El Paseo, Marche aux Fleurs. Most can be booked at opentable.com, where you can also see the menus. Melting Pot in Marin is romantic but soso food.
Brazenhead is also good (not my idea of romantic, a bit bar like)but does not accept creditcards. Cash or ATM only.

It's not fancy, but one restaurant my wife and I have enjoyed over the years is Brazenhead in San Francisco. The cool thing about it is there is no sign outside saying it is a restaurant, therefore it is mostly locals who go there. It is small, cozy and intimate, with very good food at reasonable prices. It is at the corner of Greenwich and Buchanon.

Bacar is very good, but pricey. If you're into veggie, then Greens and Millenium are awesome. There are really so many - if you look in the back of a zagat's they categorize restaurants (i.e. "romantic") too. RNM in the lower haight is small and very good. have fun out there!

Try Skate's...it's located at the end of the Berkeley marina...
go at sunset or during the evening...there restaurant itself is beautiful, but it also has the most amazingly beautiful view of the bay and the City...and they have amazing desserts!
