A virus is not considered alive because it doesn't have all of the characteristics of life - i.e. it cannot reproduce without hijacking your cells' machinery. Most bacteria are simply genetic material (DNA or RNA) surrounded by a protein coat. They do not contain any organelles and most don't even have the simplest of enzymes. However, some bacteria are slightly more complex - for example, HIV encodes an enzyme called reverse transcriptase which translates its RNA genome to DNA. Viruses such as these are the reason why this topic is still so hotly debated. However, the most important thing is not whether or not they are alive, but whether or not we are after being infected by them!
