The Energy Budget is affected mainly by the sun. It is the input and output of radiation.

The amount of long wave radiation reaching the earth's surface could be reduced by pollution and smog while the amount reflected back into space would increase.

The amount of long wave raditation reaching the earth's surface could increase if the ozone layer were to disintegrate due to pollution changin the chemical composition of the atmosphere

The amount of short wave radiation reflected back onto the earth from the cloud cover would increase with global warming as the greenhouse gases increase the blanket around the planet

Humans can effect the budget through changing the earth's landscape and surface cover (i.e black asphalt compared to meadows or trees), they can harness some energy through solar energy schemes, increase pollution and global warming.. etc.
